The investigation into Li relates to procurement of military equipment, according to a regional security official and three people in direct contact with the Chinese military. Eight senior officials from the Chinese military's procurement unit, which Li led from 2017 to 2022, are also under investigation, according to two of the people in direct contact with the military. Reuters' detailed examination of the allegations against Li and the timing of the probe is based on interviews with sources who interact regularly with senior Chinese political and defence leaders, and regional officials with close knowledge of Chinese politics. The Financial Times reported on Friday, citing U.S. officials, that the U.S. government believes Li has been placed under investigation. Chinese officials initially said Qin's absence was also due to health reasons.

China's State Council Information Office, as well as its defence and foreign ministries did not immediately respond to a request for comment about the Vietnam event. Asked about Emanuel's post this week, a Chinese Foreign Ministry spokeswoman told reporters she was "not aware of the situation." China's defence minister is mainly responsible for defence diplomacy and does not command combat forces. Chinese officials have repeatedly said they want those sanctions dropped to facilitate better discussions between the two sides' militaries. He then headed the military's procurement unit from 2017 until he became defence minister.

REUTERS/Jason Lee/Pool/File PhotoWASHINGTON, July 20 (Reuters) - The White House on Thursday expressed regret that Henry Kissinger was able to get more of an audience in Beijing than some sitting U.S. officials, after the former top diplomat held talks in China. The White House said it was aware of the trip but that it was a private visit by a citizen. "It's unfortunate that a private citizen can meet with the defense minister and have a communication and the United States can't," said White House National Security Council spokesperson John Kirby. Kirby said that administration officials "look forward to hearing from Secretary Kissinger when he returns, to hear what he heard, what he learned, what he saw." U.S. presidential envoy John Kerry concluded lengthy talks with Beijing on fighting climate change on Wednesday and current Secretary of State Antony Blinken went to Beijing last month.

Chinese officials have repeatedly said they want those sanctions, imposed in 2018, dropped to facilitate discussions. This scuppered planned talks between theatre-level commands, regular defence policy co-ordination and military maritime consultations, which included operational safety issues. Diplomats and Chinese analysts say military attaches at embassies Beijing and Washington are still able to meet officials - an important element of routine communication. Senior Chinese military intelligence officials also participated in a secret meeting of regional spies in Singapore earlier this month - a session that included U.S. Director of National Intelligence Avril Haines. The official said some lower-level interactions with the Chinese military had continued.

"We remain willing and able at all levels to meet and call on China to respond appropriately to that." Blinken told a press conference in London that he had made those concerns clear to his Chinese counterparts. China cited U.S. sanctions as an obstacle to military dialogue which Blinken said he had repeatedly raised with his hosts and would continue to push for. Sputnik/Pavel Bednyakov/Pool via REUTERSMay 29 (Reuters) - China has declined a request by the U.S. for a meeting between their defense chiefs at an annual security forum in Singapore this weekend, media reported on Monday, a new sign of strain between the powers. The Pentagon said it believed in open communication "to ensure that competition does not veer into conflict." Last week, White House spokesman John Kirby said there were discussions by the Defense Department to get talks going between Lloyd Austin and his Chinese counterpart, who was named defense minister in March. Li is a member of the Central Military Commission, China's top defense body that is commanded by President Xi Jinping.
New Delhi CNN —India’s defense minister told his Chinese counterpart on Thursday that violations of their shared border erode the “entire basis” of relations between the two Asian neighbors. Indian Defense Minister Rajnath Singh made the comments during a meeting with newly appointed Chinese Defense Minister Li Shangfu in New Delhi ahead of a regional security summit on Friday. “He reiterated that violation of existing agreements has eroded the entire basis of bilateral relations and disengagement at the border will logically be followed with de-escalation,” the statement added. His visit comes four days after India and China concluded the 18th round of talks to attempt to resolve the border issue. Pakistan’s Foreign Minister Bilawal Bhutto Zardari’s visit to the country will be the most senior-level one in seven years.
April 16 (Reuters) - Russian President Vladimir Putin met Chinese Defence Minister Li Shangfu in Moscow on Sunday and both men hailed military cooperation between the two nations, which have declared a "no limits" partnership. Chinese President Xi Jinping met Putin in Moscow last month. Russian Defence Minister Sergei Shoigu was also present. "We are working actively through our military departments, regularly exchange useful information, work together in the field of military-technical cooperation, and hold joint exercises," Putin said. Beijing had announced Li's visit to Moscow last week, saying he would meet defence officials, but made no mention of a meeting with Putin.
NEW DELHI, March 23 (Reuters) - Russia is unable to deliver vital defence supplies it had committed to India's military because of the war in Ukraine, the Indian Air Force (IAF) says. An IAF representative told the panel Russia had planned a "major delivery" this year that will not take place. The biggest ongoing delivery is the S-400 Triumf air defence system units India bought in 2018 for $5.4 billion. IAF also depends on Russia for spares for its Su-30MKI and MiG-29 fighter jets, the mainstay of the service branch. Russia, and the Soviet Union before it, has been India’s main source of arms and defence equipment for decades.
BEIJING, March 12 (Reuters) - China named Li Shangfu, a U.S.-sanctioned general, as its new defence minister on Sunday. Li has been under U.S. sanctions since 2018 over the purchase of combat aircraft and equipment from Russia's main arms exporter, Rosoboronexport. Chen Yixin and Wang Xiaohong remained as ministers of state security and public security, respectively. Qin Gang and He Rong remained as ministers of foreign affairs and justice, respectively. In 2016, Li was named deputy commander of the PLA's then-new Strategic Support Force - an elite body tasked with accelerating the development of China's space and cyber warfare capabilities. He was then appointed head of the Equipment Development Department of the Central Military Commission (CMC), China's governing defence body, headed by President Xi Jinping. Some security scholars note the sanctions - while not a deal-breaker for future meetings - add a potential complication, and could provide China's military leadership with leverage. Li's term at the Central Military Commission has highlighted his ties to Xi, who has strengthened his grip across the military. Some scholars believe Li has close ties to Zhang Youxia, a close military ally of Xi, whom Li replaced as head of the department.

However, more potent air-to-air missiles are helping Russian jets keep Ukrainian aircraft at bay. However, a potent mix of air-to-air missiles — some of which out-range their Ukrainian counterparts — have helped keep Ukrainian aircraft at bay. The Kh-38 is a Soviet concept dating back to the 1980s, but the Russian air force never procured them "in anything like operationally useful numbers," Barrie said. Russian air-to-air missiles have been "effective in limiting the Ukrainians ability to use their own air force," Barrie said. For now, the only blessing for Ukraine is that Russia doesn't have a lot of these long-range air-to-air missiles.
NEW DELHI/BERLIN, Feb 24 (Reuters) - Germany will pursue a $5.2 billion deal with India to jointly build six conventional submarines in the country during Chancellor Olaf Scholz’s Feb. 25-26 visit, two Indian and two German sources said. Under the deal, a foreign submarine manufacturer will have to partner with an Indian company to build the submarines in India. The Indian foreign and defence ministries did not respond to requests for comment. An Indian diplomatic source told Reuters that India has asked Germany for an assurance for joint manufacturing for the submarines, not just supply-side support. Another official from the Indian foreign ministry said that “Scholz was determined to reinvigorate trade and defence ties with India”.
BENGALURU, Feb 17 - The United States brought its most advanced fighter jet, the F-35, to India for the first time this week alongside F-16s, Super Hornets and B-1B bombers as Washington looks to woo New Delhi away from its traditional military supplier, Russia. The American delegation to the week-long Aero India show in Bengaluru, which ends on Friday, is the biggest in the 27-year history of the show and underlines the growing strategic relationship between the United States and India. Its state-owned weapons exporter Rosoboronexport had a joint stall with United Aircraft and Almaz-Antey, displaying miniature models of aircraft, trucks, radars and tanks. "Even if weapons sales aren't the cornerstone of the relationship, there is a cooperation and collaboration at the military level between India and the U.S.," he added. The United States is selective about which countries it allows to buy the F-35.
That made Vietnam one of the top buyers of Russian arms, according to data from the Stockholm International Peace Research Institute (SIPRI), which tracks global military expenditures. Starting Thursday, the country will host its first large-scale international arms trade fair, for which more than 170 companies from 30 countries have registered, the defence ministry said. The Defence Ministry referred questions about the country's defence industry to the Foreign Ministry, which did not respond to requests for comment. A half-dozen Russian defence firms are registered for the Hanoi fair, including Rosoboronexport, the state agency that imports and exports weapons. That year, the COVID-19 pandemic reduced Vietnam's military imports to only $32 million, of which $9 million worth were Russian arms.
